Regulatory Compliance Programme: Modular Delivery

The Challenge

A UK water company faced a multi-site regulatory compliance programme with significant cost and time pressures. The traditional delivery approach relied on conventional equipment specifications, external consultant-led design, and a delivery model that carried substantial indirect overhead. The projected programme duration under the traditional approach exceeded three years, with costs that would place considerable strain on the investment budget.

Our Approach

Cingula was brought in to challenge the assumptions underpinning the original delivery strategy. We examined every element of the programme, from the equipment specification and design approach to the procurement route and programme structure.

We identified that the traditional equipment specification was over-engineered for the required outputs. By working with the client to adopt modular, pre-fabricated solutions in place of bespoke installations, we dramatically reduced both construction complexity and programme duration. We also transitioned the design approach from external consultant-led to contractor-led design, unlocking buildability improvements and significant cost reduction.

The procurement route was restructured to reduce indirect overhead by more than half compared to the original model, and the programme was compressed from a multi-year timeline to under twelve months.

The Result

The programme was delivered with an overall saving of £15.8 million against the original cost envelope. Programme duration was reduced by over two years. The savings were driven across four areas: reduced management overhead (£2.7m), accelerated programme delivery (£4.58m), modular equipment solutions (£7.2m), and redesigned procurement of design services (£1.36m).

The client received full regulatory compliance, delivered faster and at a fraction of the originally projected cost.
